            I received GORMAN’s correspondence in answer to my LTO request.  This correspondence came to Insp. LATHEM, with a copy to me.  GORMAN says that we never had an agreement for lieu time off, and that he cannot authorize the request.  I knew this and told LATHEM of it when we last discussed it.  So now it is in LATHEM’s ballpark.  I’ll just have to wait and see what he says. 

(Clarification:)    There was never a written agreement, simply Gorman’s word that the time would be compensated.  I had told Lathem this along with the fact that Gorman didn’t have the authority to authorize it.  It had to go through Lathem, and as it turns out, he was simply stalling for time.
